Citizens' Bond Oversight Committee (CBOC)

"The purpose of the citizens' oversight committee shall be to inform the public concerning the expenditure of bond revenues. The citizens' oversight committee shall actively review and report on the proper expenditure of taxpayers' money for school construction." California Education Code § 15278(b)

On March 3, 2020, the voters of the West Side Union Elementary School District (WSUESD) approved Measure F. It provided authorization for $7 million in school facilities construction and modernization funding for improvement of school facilities.

California law requires that an independent Citizens’ Bond Oversight Committee (CBOC) be appointed to inform the public concerning the expenditures and use of the bond revenue and to verify that the bond funds are expended as required by law. Our seven-member Bond CBOC will perform this function, meetings, reviewing program progress and financial and performance audits, and producing the required Annual Report on the program.

Measure F Bond Project Update -- August 10, 2025

Bond Project Update -- March 4, 2026

With the rainy season behind us, work has resumed on the Measure F bond project.

Classroom Building C (Library and Student Support Center): Delays were caused by poor soil conditions, undocumented electrical lines, and recent rain. But we are back on track and foundation work begins this week and will take approximately six weeks.

Water Tank and Fire Pump Buildings: State approval for ground improvements has been secured, building pads are complete, and PG&E has installed the new power pole. Next steps include running new infrastructure, followed by foundation work for the water tank and three garden outbuildings. The project remains on track for completion by the end

of 2026.
